Help Design the Next Generation of Municipal Permitting Software
Civaptic LPI (Licensing, Permitting & Inspections) is being built in the open, with Canadian municipalities. Every two months, we demo what's new on a live webinar. You try it afterwards in a sandbox configured from your own bylaws and forms.
No commitment. No cost. No sales pressure.

The program
Software Designed With Building Departments, Not at Them
Most permitting software gets designed in a vendor's office and discovered by municipalities at implementation. We're doing it the other way around. Every two months, we demo the latest features and what's coming next on a live webinar. Each design partner gets a sandbox environment configured from their own public permitting documents, so after the demo, you can open the features we just showed against your own permit types, fees, and workflows, and tell us what doesn't fit.
A live webinar you actually get something from
45 minutes on what's new since the last cohort, followed by 15 minutes for Q&A. Shipped features, in-progress work, and what's on deck. Ask questions. Push back. No slides-only product pitches.
A sandbox built from your documents
We run your publicly available bylaws, fee schedules, application forms, and procedure guides through Civaptic's own AI extraction tooling. It turns them into permit types, fee formulas, and document checklists. A human reviews every extraction before your sandbox goes live. You try features against your own workflows, not a generic demo dataset, and you get an early look at the extraction engine we ship to customers.
A direct line into the roadmap
Your feedback goes straight to the founder. What works, what doesn't, what's missing. We'll update your sandbox every two months and tell you which of your ideas shipped.
How it works
Four Steps, Roughly Two Months End to End
No procurement process. No contracts. Just a conversation, a working environment, and a feedback loop.
Reserve a seat
Tell us your municipality, your role, and what's broken about your current process.
Attend the webinar
Live demo of the newest features and what's coming next. Q&A with the founder. 60 minutes.
We configure your sandbox
Our AI extraction tooling turns your publicly available bylaws, fees, forms, and procedure guides into a working configuration. We review it before you see it.
Try it and give feedback
Open the features we just demoed against your own permit types. Sandbox stays live and refreshes every two months.
60 min webinar · ~2 week sandbox setup · Ongoing access, refreshed every 2 months
The deal
What You Get. What We Ask.
Design-partner programs only work when both sides are clear about the exchange.
- A sandbox environment configured from your municipality's own documents
- A live demo with the founder and direct answers to your questions
- Ongoing sandbox access, refreshed every ~2 months as the product evolves
- Visibility into what's on the roadmap and why
- Priority consideration for a deeper co-design engagement or pilot when we're ready
- Your honest feedback. What works, what doesn't, what's missing
- A 60-minute webinar plus a short follow-up conversation every couple of months
- Permission to use your publicly available permitting documents to configure your sandbox
- Optional: a quote or case note when we're ready to announce
What we don't ask for: a purchase order, a procurement process, an NDA you need legal to review, or any commitment beyond the webinar itself.

What a Typical Session Covers
The specific agenda changes each cohort. We demo what shipped since last time and what's up next. Over the course of a few sessions, we cover the full permit lifecycle. Each area below is one we'll return to as new work lands.
1. Extraction
Bylaws and forms into configuration
How source documents become permit types, fee formulas, and document checklists, with a confidence score on every extraction. You verify it against your own bylaws afterwards.
2. Intake
Citizen portal and triage
Application submission, document classification, completeness checking, and triage scoring. You try it against your own permit types in your sandbox.
3. Review
AI-assisted compliance review
How the compliance engine reads applications, cross-references your codes, and surfaces potential issues. The reviewer still makes every call.
4. Inspections & reporting
Digital inspections and default dashboards
Inspection checklists, smart dispatch, and the reporting views we ship out of the box. SLA compliance, workload, bottlenecks.
A note on where we are. Civaptic LPI is in active development. We're honest on every webinar about what's production-ready, what's in progress, and what's still on paper. Every feature we demo is something you can open in your sandbox the same week.
Frequently Asked Questions
Is this a pilot?
No. Civaptic LPI isn't ready for pilot or production deployment. This is earlier. The goal is to refine the product against real municipal workflows so that when we do open a pilot, it's informed by what actually matters to building departments.
Does my municipality have to commit to anything?
No. No purchase order, no procurement, no NDA. Just attend the webinar and tell us what you think.
How many municipalities are in each cohort?
We cap each cohort at 20 municipalities. The cap isn't a marketing gimmick. It's how many sandboxes we can configure properly between webinars, and how many questions we can actually answer in a 60-minute Q&A. If the current cohort is full, we'll hold your spot for the next one.
Will you demo our specific municipality live on the webinar?
No. The webinar is a single walkthrough of what's new, using a representative municipal configuration. Your individual sandbox, configured from your own bylaws and forms, is where you try those features afterwards, on your own schedule.
What do you need from us to configure the sandbox?
Only what's already on your website. Building bylaws, fee schedules, application forms, and procedure guides. If it's publicly available, we can work from it. If you'd like us to incorporate non-public material, we can talk about that separately.
When will my sandbox be ready?
Usually within about two weeks of the webinar, depending on how much of your permitting material is online. Most of the configuration is done by the AI extraction tooling we're building into the product itself. It reads your bylaws, fees, and forms and produces a draft sandbox configuration. We review and correct it before handing it to you, so you're seeing the extraction engine's real output, not a hand-built demo. We'll send you a login and a short guide to the features we just demoed, so you can jump straight to the pieces you care about.
Who should attend from our municipality?
Whoever has opinions about permitting. That's usually a mix of building officials, permit technicians, IT, and sometimes a CAO or director. You don't need the full team.
What happens after the webinar?
Your sandbox stays open. We'll reach out every couple of months with updates. New features, refreshed configuration, and a short conversation to hear what you've been doing with it. When we're ready to begin pilot engagements, design partners get first consideration.
Who's running this?
Jason Matthews, founder and CEO. You'll get the founder, not a sales development rep.
